COBRA Administration

The Consolidated Omnibus Reconciliation is Act is a federal law that may allow you to extend your medical and/or dental coverage for a period of time.  MCS has been providing COBRA Administration services to its clients from the time the COBRA requirements were first instituted as law in 1985.  MCS' COBRA Administration services can relieve employers of the burden of the notifications and record keeping required. In addition, MCS handles the billing, collection and remittance of premium for COBRA plan participants.

MCS's COBRA Administration provides the following services:

  • Notify employees and/or beneficiaries/dependents of their right to continue under COBRA after a qualifying event

  • Track maximum time for receipt of initial premium

  • Collect premium from COBRA plan participant

  • Remit premium amount to employer

  • Retain accurate records showing proof of compliance

  • Generate notice of termination of continued coverage for non-payment of premium

HIPAA Administration

The Health Insurance Portability and Accountability Act (HIPAA) offers protections for millions of American workers that improve portability and continuity of health insurance coverage.  HIPAA requires group health plans and health insurers to furnish a certificate of coverage to an individual in order to provide documentation of that individual’s prior creditable coverage. If you leave your health plan and enroll in a subsequent plan that has a pre-existing condition exclusion you will need this certificate to credit your prior coverage to the pre-existing condition waiting period

MCS's HIPAA Administration provides certificates of coverage at the time an employee or dependent leaves the Plan and again when COBRA benefits cease.  An employee can also request additional certificates. MCS is prepared to issue the necessary certificates for employees and dependents who terminate while MCS is the administrator of your Plan.
